How to evolve pokemon without Trading

So I have tried to download a number of different programs or separate roms that allow for pokemon such as alakazam to evolve, but to no avail.
Are there any programs that work with Drastic on Android which might work? Everything I have downloaded seems to only be compatible with other emulators.
So for a rom of Heartgold, is there anyway for this to happen?

The closest thing is the cheat code functionality that drastic has. You could "catch" the evolved version... but that is the only thing you can really do.

There's also Pokésav/Pokégen on Windows, which allow you to edit your save. Not the greatest solution, but I find it smoother than cheats.
