Mr Popo was supposed to be gray. Toriyama colored him in with the black ink manga uses to emphasize the fact that his skin color is abnormal. Just look at the DB & DBZ manga cover art. The animators of the DB series messed up. Like the did with Dende's healing powers. (I'd be happy to provide an explanation for that).

It might not even be Ash's fault. I'm pretty sure Brock had a thing for the Pewter City Nurse Joy and Officer Jenny.
