Which brings me to this rant: how come Valve can get away with opening up even more payment options on their Steam service, especially in developing countries, yet Google still couldn't figuratively wake up and realise that their restrictive availability policies is what forces people to download cracked APKs?

That's the reason why Google should loosen things up a bit to keep devs from being turned off with selling their apps.
Rather than force would-be customers into jumping hoops or resort to warez, there are payment methods which are quite reasonable for the average dude in a developing country, like Money Online, or allowing gift cards to be used overseas. I'm sure Google can collab with local financial services or telcos and make life easier for those who want to get things legit.

Wow. Just found a $10 Play Gift Card on eBay for $32 (INR 2,000). That's WAY overpriced.
