SimCity Creator - Top screen flashing to blue while on a game map

The top screen of the DS flashes to blue while playing SimCity Creator.
I messed with every single graphics setting in the emulator and the only thing that did something was the frameskip, in fact skipping 5 frames makes the flashes less annoying by making them last longer. The Youtube video shows the game with frameskip on.

I decided to try the game on the abandoned emulator nds4droid and I haven't seen any flashing.
