Recently I was playing a game called Mario vs donkey Kong mini March again and it popped up but told me that the ROM is encrypted

I have tried many ways to decrypt the wrong and finding a decrypted version of this ROM but I could not find nothing like nothing absolutely NOTHING

Can somebody help me

That's a DSi game. DraStic does not support DSi games.

But keep in mind this game is more or less a cut down version of Mario vs Donkey Kong March of the Minis/Mini Land Mayhem, with possibly different levels and more level editor slots, but nothing much else.

Haven't you realized it yet? Drastic isn't a DSi emulator, it won't run your DSi exclusive games and no, No$GBA isn't available for mobile phones, so you'll have to use your computer.
