So I have Pokemon SoulSilver, Black, and White2. I have been attempting to turn on the modifier to change the random encounter Pokemon. IE Attempt to catch Pokemon that are not in the respected games. I have had the emulater probably shortly after it came out in 2013 and have never had an issue however the codes are now sticking as in I can turn them off.
I have recently changed phones from a Samsung s5 to now a LG V10. I'm not sure if that will make any difference. I only have one code on at a time, I have attepted to clear all cache files even deleted and reinstalled games. Any help would be nice. And thank you DraStic for many hours of enjoyable time.

Are you loading savestates or in game saves (cartridge saves, backup, the only saves a real DS makes)?
If your loading savestates then it takes a snapshot of the whole emulator (kinda), but basically means that if you had a cheat on it will still be on. In game saves can sometimes carry the effects of a cheat after being loaded even if the cheat is turned off, but it is rather rare.
I can not personally comment for soul silver black or white 2, but on pokemon white (1) I have used those exact same codes that change wild pokemon into (in my case pokemon from gen 1-4) and never had an issue with the code being stuck on. It also warns you not to use more then one of those codes at a time and that doing so can cause issues.

Yes I'm using in game save feature, and not drastic save state. I've tried to do every thing I possibly can to fix issue including deleting and reinstalling drastic, clearing all cashe files, deleting and reinstalling games, etc. No I only use one code at a time. The issue is with all the games however not just one of them. Why I was kinda wondering if it could have something to do with my phone. Or possible if on my SD card (I went from a Samsung S5 to an LG V10 both have SD cards) it has some sort of cashed data on it that may be causing this.
