Drastic save for PC

I wonder, is it possible to open save from drastic on some emulator on pc ?

But for a quick answer
Savestates--- no but these are generally never compatible across different emulators

In game saves --- yes with DeSmuME, but there is always a chance a drastic or DeSmuME update could break this functionality.
