The best answer I can give you is there are tools to convert almost any pokemon you could want into a play action replay code you can type in and get. I know it is not the same but it is the best thst can be done at the moment.

If you have a flashcart or a save dongle, you could trade on a real DS (you might need 2 if you don't have someone else to trade with) then use a save converter to convert the save to .dsv which can be used with DraStic. Save dongles and flashcarts aren't very expensive, I think save dongles go for around $15 and flashcarts for around $20. It's probably not worth the effort, but if you really want to, it's a possibility.
