Specifically Phantasy Star 0 and Dragon Quest IX, 100% speed, High Res, 0 Frame Skip
Snapdragon 410 (1.2ghz quad, Adreno 306), 2gb RAM

No not those games, but it should run Mario Kart DS just fine.

A SD 410 can definitely run those games. It is the Hi rez while maintaining 100% speed at 0 frameskip that makes me say probably not. Generally speaking it takes a fairly fast quad-core (real not big.little) processor to handle High Rez. But depending on your device's physical screen size, pixel resolution, and sometimes even screen type you can get really great results with non highrez and a good filter for less of a performance hit.

So the problem is the processor? Will I have a problem with weaker and/or other GPU's?
What would be a decent amount of processing power for a device (again, given the same conditions)

I think the shaders and an a little of the image scaling is done by the gpu for DraStic. The cpu handles most if not all the traditional gpu work of the DS.
I would be tempted to say a SD 801/805/808/ect (if the 810 does not cook your hand it might work too) , exynos 7420/ (maybe the 5433 but that might be pushing it), tegra k1/x1, the Chinese/other korean chipsets may also work but may also not.
The thing is while all of these chipsets should definatly run either of those 2 games at 0 fs 100% speed in normal rez, and ahould run the game at high rez 0 fs I can't guarenty any will have always 100% speed now 90%-100% speed is probably a fair estimate
but like I said before depending on the size of phone you want and it's resolution some of the custom filters might look just as good if not better then high rez which only really effects 3d objects and does not help background 2d textures.

I have an LG G2 (Quadcore 2.3 GHz Snapdragon 800) and Mario DS runs horribly in the world map while in high resolution 3D rendering and 0 frameskipping. What's weird however is Tales of Innocence and KH 352/2 Days runs smoothly using the same settings. But if you're not going to use high resolution I say it'll run those games smoothly. I had a 1.5 GHz dualcore snapdragon in the past and it had no trouble running those.

What about MediaTek? Will a phone work with this specs (Elephone P6000 Pro):
- MediaTek MT6753: 8 x 1,3 GHz
- Mali-T720 GPU
- 3 GB RAM
