Can't deactivate Cheats

Hello there
I can't deactivate cheats from a few games (For example Fire Emblem: Shadow Dragon).
I can "switch them off" (So that Drastic tells me they aren't active) but ingame they still are!
Same goes with Dragon Quest and Pokemon and stuff like that.
In Dragon Quest I got the "Always critical hit"- cheat on and I can't deactivate it!
Do I do something wrong or is it Drastic?
