I looked around and wasn't able to figure it out... Is there a way to rotate the displays on the Nvidia Shield for games like Hotel Dusk that want you to hold the DS like a book?

It should work by just selecting the portrait layout (right-most button in the lower bar of the game menu).

That changes how the two displays are arranged on the screen. It doesn't change how the content inside them is displayed. I basically want the default layout (left-most button in the bar in the game menu) but the contents of the displays rotated counter-clockwise 90 degrees.

The portrait layout sets the device into portrait orientation, so it should do exactly that, show the screens rotated by 90 degrees counter clockwise.
