If I uninstall then reinstall drastic, do my saves disappear
If I uninstall drastic (for reasons that I will keep to myself), and then reinstall it a few days later, will my save states disappear, specifically for pokemon soulsilver, or are they saved in the android system and will come back once I reinstall?

If you're using a very old version (lower than 2.1.3a) then they will be gone.
You can check if the savestates are in DraStic/savestates on your internal memory (something like /sdcard/DraStic/savestates). If they are, then they should be preserved, even if you uninstall the app. Of course you can also manually make a backup of that folder to be sure.
Unfortunately it did happen to a few users that the savestates were gone, even after just updating the app.
Normally, that really shouldn't happen, though.
