What he means to say is that you can run JITs on jailbroken iOS devices. Emulators have done it for years.
Since you can't get an emulator approved for Apple's store this would tend to steer people towards jailbreaking anyway. But it does exclude people with developer accounts who load the applications independent of the store onto non-jailbroken devices.
