Sorry, I don't think there's really much we can do outside of giving you a refund, since it looks like some issue with Google Play. If you want one e-mail or PM the confirmation number you got from Google. You can of course try to get help from Google too.

Thanks for your help with this so far. I tried google, and they told me that there was nothing outside of trouble shooting they could offer. I guess it just doesnt like my phone model or something, because Im completely stooped. I dont want a refund, since when I get a new phone maybe it will work then. Im trying your trouble shooting guide one more time to see if maybe something will change.

This problem sounded like yours, and the second shortcut sounds like a symptom..

Are you able to see if you have two APKs and if so, can you delete one?
