Pokemon Wild Encounter Issue in Pokemon Black 2

For some reason the cheats for the certain pokemon aren't working altogether. All of the other cheats work fine, but no matter which generation I try none of the cheats will work. If there are any tips or tricks to making the cheat work please let me know, but until then I have tried everything I could do to get this to work.
