Is this related to Scoped Storage affected users? My phone forcibly updated to Android 11 and SS essentially rendered DraStic unusable due to this. ROMs cannot be accessed.

Yeah, I don't see this being fixed anytime soon. This thread started last November or so, and it's been six months roughly speaking, I'm pretty sure the devs of Drastic don't have enough Android 11 users to care or justify fixing it.

So where do I place the file? Is there a screenshot to use as reference?

I mean... Total Commander file browser has a great open as setting I suspect is a good workaround.

I know I can use it to open .nds directly into drastic...
Havent tested it on Android 11. But worth a shot.

I just tried this, doesn't work. When you say "new file" you mean like making a text file, and renaming the extension to .nds?
