It can be done but it is not automatic.
When you are done playing on one device go into the menu and select manage savestate.
Tap the latest save and there is an option to upload to google drive.
when you are ready to play on the second device you go to manage savestate tap on the google drive icon ...

Thank you, after putting the post I noticed my phone had not successfully updated to Google drive before. I see the folder now.

I definitely agree the save files should be stores on the sdcard and not in data. I actually think they should be stores in the same folder the rom was originally loaded from. That way if someone has their roms in folders by name the save file is already within the folder.

Proffesor Layton and the unwound future will not show me in-game saves. Only save states work. There was a few visual glitches during movies as well.
