I have no idea what caused it to hang, it wasn't while I was playing, just when I went back to play later starting at the quicksave.
Again it was only that one game, and I had zero problems before it froze, and zero problems since I reinstalled.
I added the DDS version to my original post: r.2.1.6 ...

My experience and solution in case it helps anyone else.
Problem:
In one game only (Pokemon Platinum) all save states are frozen (nothing moves, accept no inputs) but the music plays fine, there are no errors, and it freezes if I try to load the regular savegame.
